Help with gov istance?

I feel like I'm trapped. Im a 24 year old mother to a 1 year old. My husband works full time and we currently are bunking with family, paying 300m for room and board. I've wanted to get out there and work so we can get out of here but all the childcare in my area is so outragious I would be working to pay it pretty much. I have been looking for a job anyways for about 5 months with no luck at all! no place around here is hiring. My husband makes about 700 every two weeks. I just recently applied for foodstamps after a friend pointed me in the right direction. How do i go about finding a apartment that is based on what my husband makes? Or applying for some sort of istance until we get on our feet. I'm very new to this and have never been on any type of istance other then wic. I have no idea where to go or who to talk to. What kind of options are out there for us? Thank you.
