Is sticking a dementia person who swears and yells at people or vistiors in her own a form of abuse?

My Mom is going to be 86 years old and suffered a bad stroke. With that stroke dementia set in. Seems the past 6 months she has gotten worse. She yells, bites and swears at the isted living place where she lives. There are times she gets out of control and they put her in her room (mind you she has no idea where she is) Its happened once they did this Mom got so mad she tried to get out of her room only to fall out of her wheelchair and ended up behind the door in her room with a broken rib. With hardley anyroom to open that door a big girl had to get in there which made matters worse. Is that a form of abuse to leave a dementia person alone? I feel Mom belongs with people like her... NOT in a time out like a 5year old sent to her room. My brother is POA and thinks she is fine where she is. I need help!
